SENATOR HONIG WELCOMES $900,000 ANNOUNCED GRANT SUPPORTING TORRINGTON PROPERTY CONVERSION

Today, State Senator Paul Honig (D-Torrington) welcomed the Community Investment Fund 2030 Board’s approval of a $900,000 grant supporting a significant property conversion in Torrington. The grant supports work that, once complete, will turn a former industrial mill into a mixed-use commercial building, bringing new activity to an unused property.
The $900,000 grant for the Seferi Commercial Development Project will help support the conversion of the former mill at 245 East Elm Street into new commercial uses. It covers about one-sixth of the project’s budget, standing at just under $6 million, and covers construction work beginning after brownfield cleanups at the site – also supported by a previous $1 million state grant.
The Community Investment Fund 2030 is a state bond program developed to support municipalities and nonprofits with direct funding for projects including community development, housing, health services and economic revitalization.
“Cleaning up a contaminated mill is slow, expensive work, but necessary to growing our local economy,” said Senator Paul Honig (D-Harwinton). “The state already put $1 million into the remediation at East Elm Street, and the danger with a project like that is you clean up a site and then it just sits there, clean and empty. This grant is what keeps that from happening. It takes the building from remediated to occupied, which is the only step that actually puts anything on Torrington’s grand list.”
The plan will lead to the building having a 6,000-square-foot commercial grocery market, a 16,000-square foot indoor recreation and play center for children and a 6,500-square foot banquet room with two supporting apartments. The recreation center in particular is expected to be a significant resource not currently found in Litchfield County.
Within three months of work completing, the project is expected to create at least 25 new jobs.
This is the second CIF grant Torrington has received in consecutive rounds; Market Street Creatives in the town recently received a grant valued just under $700,000 for a small business incubator and creative workspace.
Senator Honig submitted a letter of support for the Seferi project.
